  1. Measure out all ingredients.
  2. Reconstitute ground beef by soaking in ½ cup water about 5 minutes. Do not drain.
  3. Sauté garlic in butter until softened. Deglaze with red wine and reduce by half.
  4. Add carrots, onions, celery, and beef and reduce until syrupy.
  5. Add remaining ingredients and bring to a simmer. Simmer on low for 8–10 minutes.
